1. Is it possible to change the theme of only 1 slide in Google Slides? 

No, it is not possible from the edit menu. However, there’s a workaround. Users will have to separately create a slide in a new presentation with the new theme and then manually copy-paste it to the current presentation.

2. Can you save custom themes in Google Slides? 

While Google Slides currently does not have the option to save custom themes, users can save a slide from the custom theme separately and import it using the above steps when applying it to a new presentation.
